PBL Challenges

Providers of PBL-like arrangements in both military and commercial sectors have historically found their greatest challenges in determining the success of their PBL program. This is due to lack of visibility of program costs, and lack of insight into potential inefficiencies. Specifically, the challenges encompass:

  • Predicting the costs of maintenance services and parts for supported assets

  • Reducing maintenance turnaround times to minimize asset downtime
  • Evaluating the financial performance of the contracted logistics program

Adding complexity are factors such as large fleet sizes, the distribution of assets across the globe, changes to demand with changing operational tempo, the high cost and long lead time of spare parts, and the effect of “remanufacturing” on the spares pipeline. Overcoming these challenges requires an integrated IT system to facilitate information sharing across organizations (such as maintenance to supply) that have historically operated disparate information systems in “silo” or standalone modes.
